The Port’s authorised representative is the Port Manager, who operates in accordance with these Port Regulations.
The Port area includes the land designated as the Port in the approved location plan.
The Port’s premises consist of port buildings, quays, piers and undeveloped areas within the Port’s boundaries.
The Port’s waters include the Yacht Basin between the breakwater heads and the pier, as well as the Fishing Basin’s waters between the eastern quay heads and the floating breakwater.
The Port’s buildings include hangars, workshops, warehouses, office spaces, common rooms and staff facilities.
The Port’s floating fleet consists of equipment belonging to clubs, Invest Puck and private owners.
The Port has a price list of fees for individual services.
Road traffic regulations apply within the Port area.
The Port’s waters are subject to COLREGs (International Regulations for Preventing Collisions at Sea).

The presence of yachts in the Port basin should be in one of the following forms: temporary stop, short-term mooring or permanent mooring.
All yachts have the right to temporarily stop in the Port basin, provided there is available space.
Guest yacht mooring must follow the procedure below:
Stop at the guest dock in the Port basin, report the mooring to the Port staff and pay the mooring fee.
Occupy a berth assigned by the Port staff at the quay or in designated Y-berths.
The user is responsible for the proper and safe mooring of their yacht.
Assigned berths are not permanent. When requested by the Port management, the crew is required to relocate their vessel to another designated berth (e.g. during regattas or other events). If there is no contact with the crew or if the crew fail to comply with instructions, the Port staff reserves the right to relocate the vessel.
In justified cases concerning a threat to the safety of Port users or risk of damage or pollution to the quays and Port infrastructure, Port staff have the right to board the vessel to take necessary actions, conduct compliance inspections and check safety equipment.
All formalities, including mooring fees, must be settled immediately upon docking, at the Port staff or in the Port office, with signed documentation (for stays exceeding 7 days, a mooring declaration is required).
Motorised vessels must navigate the Marina at a speed not exceeding 3 knots (3 Nm/h).
Manoeuvring exercises within the harbour basin are prohibited without prior approval from Port staff.
Mooring fees shall be paid in advance for the declared duration of mooring, with no option to sublet the berth. For mooring exceeding 7 days, payments shall be made based on a VAT invoice, in accordance with the declared settlement method: either in full for the entire period or on a monthly basis. When mooring time is shorter than declared, no paid fee will be refunded. In order to reduce the declared mooring time, a written notice must be submitted no later than the last day of the month preceding the intended departure month. Failure to do so will require the Owner to pay for the full declared period.
Berths may only be used for their designated purpose. Users are not allowed to use a berth for any purpose that violates the terms of the agreement.
Any vessel that fails to settle fees or refuses to extend or sign the required documents shall be obliged by the Port Administration, if necessary in the presence of the Police, the maritime inspection authority or a representative of the Harbour Master’s Office, to leave the port immediately, with a ban on re-entry. Furthermore, in the event of outstanding payments, the administrator reserves the right to claim statutory interest and to submit an appropriate request for the debtor to be entered into the Register of Insolvent Debtors of the National Court Register.
Any vessel stationed in the Seaport of Puck without a valid mooring declaration shall be charged for unauthorised use in accordance with the price list.
The Port Administration reserves the right to refuse launching/slipway services for any vessel whose owner or operator is in debt to Invest Puck for mooring or other services from previous periods, until full payment has been made. Failure to comply with instructions to halt launching/slipway operations shall result in the vessel owner or operator losing the right to use the services of the Port of Puck.
Mooring fees are determined by the price list approved by the Management Board of Invest Puck. The administrator may grant a discount or exempt a vessel from fees. Owners of vessels permanently moored in the port must submit a mooring declaration, which forms an annex to the Regulations. Failure to submit the declaration shall authorise the Port to allocate the mooring space at its discretion.
Residents leaving their berth must inform the Port Manager or staff of their expected return date. During this period, Invest Puck may enter into agreements for the short-term use of the resident’s berth with other Port users.
Failure to notify the return date authorises the Port Manager to make free use of the berth.
The person signing the mooring declaration must indicate the entity on whose behalf they are entering into the mooring agreement. The person signing the declaration assumes joint liability for payment obligations arising from the agreement as well as for any compensation claims.
Berths for trailers, winter storage of vessels and seasonal mooring are provided to users upon request and at their own responsibility. The vessel owner is required to use the mooring space solely for its intended purpose. Invest Puck accepts no liability for any damage, theft or other loss occurring to a vessel using a berth made available by Invest Puck. If any damage occurs, Invest Puck’s role is limited to providing assistance in the identification of the culprit by providing access to surveillance footage.
It is recommended to keep watches, particularly in stormy conditions.
Should these Regulations or other applicable laws be violated, the following authorities are authorised to intervene to restore the lawful state of affairs and penalise any culprits: the Police, Municipal Police, Maritime Inspectorate, Harbour Master’s Office and Border Guard.
The vessel’s crew must ensure safe mooring by using appropriate mooring lines, warps and springs. Any unauthorised interference with the Port’s infrastructure, including the use of privately constructed elements, is strictly prohibited.
All individuals within the Port are required to adhere to these Regulations and follow instructions issued by the Port staff.
Entering the waters of the Port and using its services constitutes the acceptance of these Regulations.
In the event that a user utilises the Port’s infrastructure in an unauthorised manner, contrary to its intended use, in a way that disrupts the operation of the Port of Puck or violates safety, sanitary or public order regulations, the Port Administration reserves the right to rectify such violations at the user’s expense if the user fails to do so within the time limit set by Invest Puck.
Berths or trailers and vehicles are designated by the Port staff. Renting a space does not constitute a storage agreement. Invest Puck accepts no liability for any loss, damage or theft of trailers, nor does it provide supervision services for parked trailers.
Winter mooring of vessels in the water is permitted solely at the owner’s risk and only if the crew or owner provides continuous supervision of the vessel.
Onboard works that could pollute the environment or create hazardous conditions for other vessels and the port are strictly prohibited.
All yachts entering or leaving the Port’s waters must report this to the Port staff.
This also applies to vessels transported out of the Port by land.
The use of rest and refreshment facilities or Port equipment is permitted only in agreement with the Port staff.
Water supply points are for Port use only. Connecting hoses, which are solely for washing vessels, is allowed only with the approval of the Port staff.
The Port area is subject to general waterfront safety and fire protection regulations.

The hangar within the Port is designated for storing Invest Puck equipment.
Private equipment may be stationed within the Port in a location designated by the Port staff, subject to approval by Invest Puck.
A monthly fee, as determined by Invest Puck, is charged for the mooring of equipment within the Port.
The workshops within the Port are exclusively for the needs of Invest Puck. Use by other individuals is permitted only upon payment of a fee.
The generally accepted principles of sailing etiquette apply within the Port.
The Port Manager is responsible for overseeing compliance with the Port Regulations.
All individuals within the Port are required to adhere to these Regulations.
Port users are subject to the current Maintenance Regulation issued by the Director of the Maritime Office in Gdynia – Port Regulations.
In matters not regulated herein, the applicable laws shall apply, including international maritime pollution prevention laws such as the “Marpol 73/78 Convention, the 1974 Helsinki Convention,” and other regulatory provisions issued under Article 48 of the Polish Act of 21 March 1991 on the Maritime Areas of the Republic of Poland and Maritime Administration.
The Port Regulations shall take effect as of 01 April 2022.
